The Failure of the 28-Point Peace Initiative for Ukraine: How Peace Negotiations Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the crisis triggered by the announcement of a new 28-point plan for resolving the conflict appeared – momentarily – to have been contained. A senior US official spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: another massive barrage of missile and drone strikes on Kyiv.

The Cycle of Peace Talks and Military Action

The succession of conflicting incidents captured the grim essence of the current period. By day, political struggles are fought: positive announcements are issued from different nations. Significant resources is devoted on containing certain initiatives. By night, Russian leadership brutally reminds the world that, for them, war remains the main instrument for achieving "resolution".

After-Dark Attacks

As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is able to track projectile deployments from enemy soil, a ability afforded by timely intelligence. From vantage locations, military aircraft that had been scrambled to engage hostile guided weapons streaked across the sky – modern combat jets provided to Ukraine by Western partners.

Soon thereafter, Kyiv's anti-aircraft weapons engaged: defensive missiles deployed against a incoming threat. This was a sophisticated defense system at work, presumably delivered by allied countries. Every launch jolts you unexpectedly, rattling buildings. The moment of terror quickly becomes sober acceptance: possibly the hostile projectile won't strike its target this time, preventing destruction from ruin and additional electricity failures.

Ongoing Risks

Soon after, a heavy machine gun fired at a drone close by, part of a defensive team – almost certainly Western-made equipment. Unfortunately, the bullets missed the hostile drone – it pressed on overhead toward its objective.

Intermittently, this persisted until dawn. Kyiv awoke to the early updates: several casualties, devastation and infrastructure problems in numerous residences as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – experiencing conflict. But those entire period demonstrated Ukraine's vital need on external assistance – a need that European nations are evidently unprepared to replace in the immediate future.

Ineffective Peace Efforts

The detailed framework from Washington provoked deep reactions, controversy and deep concern – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and international summits.

Every new proposal from American administration follows the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually win the battle. This trend will, no doubt, persist.

Strategic Calculations

It is tempting to accuse particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. Washington works based on a principle familiar among experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration believes that it is unrealistic to compel Moscow to abandon the territory that it currently occupies in Ukraine's occupied territories.

The issue is that while recognising this factual reality, US leadership does minimal to deter Moscow, through diplomacy or military means, from thinking that the status quo will not shift further in its advantage in the months ahead.

Conflicting Perspectives

Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its partners are coming close to fatigue. Their incentive to accept conditions that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's leadership remains completely certain in the outcome.

On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing lives and land but averting a entire defensive failure until circumstances change in its benefit.

Existing Situation

Objectively, there are no genuine requirements for a ceasefire. Now, personal considerations are entering the equation: political desires to broker a ceasefire and secure international recognition, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any initiative Kyiv finds unworkable, so that their focus does not switch to domestic problems. And although their mission will now be significantly challenging after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.

These conflicting dynamics are driving the talks.

Assessment and Future

It took a only one week to kill the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, recent disclosures, all served their function.

While new plans based on old ideas are approaching, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and reflect particular unwillingness to change the course of events, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the coming months, primarily depend on ongoing international assistance.
